EchoGreen Project is an initiative led by the Siggiewi Local Council, focusing on environmental protection, climate change, the European Green Deal, and the Circular Economy. It brings together citizens to explore, learn, and collaborate on sustainable practices that ensure a better future for younger generations.

 
The primary goal is to promote environmentally sustainable behaviours among the participating citizens, encourage positive actions, and raise awareness about the sustainable development of peripheral areas at risk of hydrogeological instability. The project centers on the 3Rs: Reduce, Reuse, and Recycle, aiming to integrate these principles into daily life as essential habits. The idea is that environmental sustainability should become a conscious, everyday practice.

Event 1 – INVEST IN OUR PLANET 

A green Future is a prosperous future

Bejn is-27 u t-28 ta’ Marzu 2025, inbeda l-proġett ‘EchoGreen’ imexxi mill-Kunsill lokali Is-Siġġiewi bil-parteċipazzjoni ta’ 14-il Kunsill Lokali u NGO oħrajn minn madwar l-Ewropa. Dan il-proġett, iffinanzjat mill-Unjoni Ewropea taħt il-fond CERV, huwa intiz sabiex il-parteċipanti jaqsmu flimkien prattiċi tajbin li diġa qed jiġu implimentati f’irħula madwar l-Ewropa fejn tidħol is-sostenibbilta’ u l-proġetti ambjentali kemm fiż-żoni urbani u dawk rurali. Waqt din l-inizjattiva tqajjem għarfien dwar l-użu tal-enerġija, r-riciklaġġ kif ukoll tagħti spazju lill-ekonomija cirkolari.
Il-parteċipanti qasmu flimkien l-isfidi li l-komunitajiet tagħhom issibu ma’wiċċhom olari dawk fil-qasam tal-infrastruttura sostennibbli u tal-enerġija rinnovabbli. Matul dawn il-ġranet, qasmu numru ta’ ħsibijiet mal-parteċipanti, l-Onorevoli Eve Borg Bonello, kelliema f’isem l-oppozizjoni għat-tibdil fil-klima kif ukoll ic-CEO tal-Awtorita’ għall-Azzjoni dwar il-Klima l-Ingineer Abigail Cutajar.

🇪🇺Siġġiewi Local Council leads a European-funded environmental project.
Between the 27th and 28th March 2025, the ‘EchoGreen’ project led by Siġġiewi Local Council was launched with the participation of 14 other Local Councils and NGOs from across Europe. This project, funded by the European Union under the CERV fund, aims to enable participants to share good practices that are already being implemented in towns across Europe related to sustainability and environmental projects in both urban and rural areas. During this initiative, awareness has been raised about energy use, recycling as well as giving space to a sustainable circular economy.
Participants shared the challenges that their communities face, particularly those in the fields of sustainable infrastructure and renewable energy. During these days, Honourable Eve Borg Bonello, spokesperson on behalf of the opposition to climate change, as well as the CEO of the Climate Action Authority, Engineer Abigail Cutajar, shared a number of thoughts with the participants.
The Mayor of Siġġiewi Julian Borg stressed that projects such as these not only help us learn from other local councils and municipalities but also serve to bring European communities closer together. He continued by encouraging more Local Councils in Malta to engage in these projects because in this way we will be able to improve our localities and the everyday life of our residents.
 
During this project, the participants made an official visit to Her Excellency the President of Malta Myriam Spiteri Debono as well as to an educational visit at a primary school in Siġġiewi. This project was concluded with the signing of a cooperation agreement between the cities in the Siġġiewi Local Council hall and a musical concert at the Church of St. Nicholas with the participation of three Siġġiewi musicians, Tenor Joseph Aquilina, Mezzo Soprano Nicole Vassallo and organist Mark Vassallo.
 
The second part of the ‘EchoGreen’ project will continue next September in Hungary, with the Siġġiewi Local Council remaining the moderator in the discussions.

Event 2 – THE DEFENCE OF THE LOCAL CULTURAL AND THE SUSTAINABLE TOURISM 3E ECONOMY, ETHICS AND ENVIRONMENT

The EchoGreen Project is an environmental initiative promoted by the Siggiewi Local Council, aimed at raising awareness and encouraging action on issues such as environmental protection, climate change, the European Green Deal, and the Circular Economy. It brought together citizens, youth, policymakers, and experts to explore, learn, and collaborate on sustainable practices that ensure a greener future for coming generations.

The main goal of the project is to foster environmentally sustainable behaviours, promote positive community actions, and raise awareness about sustainable development in peripheral and hydro geologically vulnerable areas.

The initiative operated through a strong European partnership comprising 14 organizations across 13 EU countries: Malta, Italy, Portugal, Cyprus, Lithuania, Estonia, Greece, Hungary, Slovakia, Slovenia, Spain, Latvia, and Bulgaria.

A key focus of the project was the 3Rs Philosophy — Reduce, Reuse, Recycle — encouraging participants to adopt this mindset as a daily habit. The project sought to instil a strong sense of environmental responsibility, transforming sustainability into a conscious lifestyle.

Second Transnational Meeting: Holloko and Budapest, Hungary (16–19 September 2025)

The second event of the EchoGreen project took place in Holloko and Budapest (Hungary) and welcomed 72 participants in total — 47 local and 25 international.

The event aimed to:

Publicly present the EchoGreen Project and its goals

Build capacities among staff and managers

Facilitate knowledge-sharing among participants from different countries

Promote civic engagement and local awareness of European environmental strategies

Session dedicated to the defense of the local cultural and the Sustainable Tourism 3E Economy, Ethics and Environment

– To promote eco-tourism in alternative destinations such as protected areas or UNESCO Heritage sites;
– To encourage sustainability assessment of touristic packages considering the environmental, economic and social pillar;

– To offer capacity building activities for SMEs, young entrepreneurs, enterprises to make their activities more sustainable;

– To promote community-based tourism in rural areas;

– Fostering a sustainable and circular economy consumption;

– Ensuring the best social return on the economic activity generated from tourism;

– Boosting Knock-on effect to promote new strategic and sustainable tourism business;

– Ensuring tourism model responds to the needs of the territory;

– Fostering the people participation in the creation of their tourism model;

– Avoiding destinations standardization and preserving the identity values;

– Creating new inland tourist destinations linked to identity, art and natural heritage to reduce the print on the coastal territories.

Sustainable Tourism must be understood as a responsible tourism rather than “green” tourism.

Tourism is not just an economic sector but also a crosscutting reality affecting “the whole of society and its economic, social, cultural and territorial life” therefore; it has to be responsible with the needs of the territory that holds this activity.

Participants also had the opportunity to visit Hollokö (Partner of the project) the village was inscribed as a UNESCO World Heritage Site in 1987 is an outstanding example of a deliberately preserved traditional settlement. This village, which developed mainly during the 17th and 18th centuries, is a living example of rural life before the agricultural revolution of the 20th century.

The Old Village of Hollókő is a Palócz settlement located in the County of Nógrád in Northern Hungary, about 100 km north-east of Budapest. The Old Village, which has been deliberately preserved, is a living example of rural life before the agricultural revolution of the 20th century. Together, the traditional Palócz use of architectural forms and materials form a harmonious unit with the surrounding landscape and natural environment, characterized by strip-field farming, orchards, vineyards, meadows and woods. The property also includes the medieval castle ruins situated on the hill perched above the village, which is mentioned as early as 1310.

Decalogue EchoGreen

One of the key outcomes of this event was the collaborative development of the “Decalogue EchoGreen” — a set of ten guiding principles agreed upon by all partner countries. This document aims to capture the shared vision and strategies of the project for environmental protection and sustainable living. The Decalogue will be presented during the final project meeting in Slovenia.

Impact and Outcomes

Through interactive learning, transnational exchange, and concrete actions, participants connected European policies to their local realities, gaining deeper insight into sustainability and civic responsibility. We create a Facebook page EchoGreen Project

Event 3 – CLIMATE CHANGE AND THE FRAGILITY OF THE TERRITORY

Echogreen Event III:
EchoGreen in Bari: European Partners United for a Sustainable Future
The City of Bari welcomed the international delegation of the project “EchoGreen – Reshaping Our Environment”, funded by the European programme CERV Citizens, Equality, Rights and Values, Thematic Networking of Twinned Towns – European Conferences. 🇪🇺
The delegation was received at Palazzo della Città, where participants were greeted by local authorities and had the opportunity to meet and exchange with Mayor Vito Leccese. During the visit, certificates were also formally presented to the representatives of the partner organisations in recognition of their commitment to the project.
The project, led by the Maltese city of Siġġiewi and involving 13 partners from across the European Union (Malta, Italy, Spain, Portugal, Hungary, Slovakia, Lithuania, Greece, Cyprus, Estonia, Slovenia, Bulgaria, Latvia), focused on environmental protection, climate change, the European Green Deal and the circular economy, with the objective of exploring, learning and collaborating on good practices that may secure a sustainable future for the next generations.
The two-day programme in Bari represented the third of six conferences scheduled through July 2026, following previous sessions held in Siġġiewi (Malta) and Holloko (Hungary).
Bari’s Deputy Mayor Giovanna Iacovone opened the meeting by expressing the city’s pleasure in hosting the delegation and by illustrating the strategic priorities of the municipal administration, aligned with the goals of EchoGreen. She highlighted the importance of sharing experiences and working together to identify effective actions that cities can take to address climate-related challenges and protect the environment through both small and large scale interventions in urban regeneration and circular economy initiatives.
Elda Perlino, Councillor for Climate, Ecological Transition and Environment, added that the programme offered participants the opportunity to discover Bari through symbolic sites that reflect its identity, as well as the city’s ongoing projects aimed at tackling climate change, urban green development, soil-consumption reduction, water reuse, and recycling.
The delegation included representatives from partner municipalities, universities and associations.
The group visited the Centro Regionale Mare (CRM) of Arpa Puglia, the regional unit responsible for high-level technical activities linked to the marine environment. They were welcomed by Arpa Puglia’s Director General, Vito Bruno.
In the afternoon, the working sessions took place in the City Council chamber of Palazzo della Città, focusing on “Climate Change and Territorial Fragility” and “Climate Risk Management: Protecting People and Well-being.”
On Thursday, 4 December, the delegation was scheduled to visit Bari Vecchia, the Petruzzelli Theatre and the historic headquarters of the Apulian Aqueduct.
The final afternoon session, hosted at the Apulian Aqueduct, was dedicated to “Strategies for Climate Change Adaptation”, followed by an educational simulation for local schools entitled “The Factory of the Future – The Sustainable City.”

The EchoGreen Project, an environmental initiative promoted by the Siggiewi Local Council, continues to strengthen European cooperation on sustainability and climate action. The project aims to raise awareness and inspire meaningful action on environmental protection, climate change, the European Green Deal, and the Circular Economy. By bringing together citizens, young people, policymakers, civil society organisations, and sustainability experts, EchoGreen promotes environmentally responsible behaviour and positive community action, particularly in peripheral and hydrogeologically vulnerable areas.

The initiative is supported by a strong European partnership comprising 14 organisations across 13 EU Member States: Malta, Italy, Portugal, Cyprus, Lithuania, Estonia, Greece, Hungary, Slovakia, Slovenia, Spain, Latvia, and Bulgaria. At the heart of the project lies the 3Rs Philosophy — Reduce, Reuse, Recycle — encouraging participants to transform sustainability into a conscious daily lifestyle and to adopt environmental responsibility as a shared civic duty.

The fourth transnational meeting of the EchoGreen Project was held between 9 and 12 February 2026 in Vila Nova de Poiares and Coimbra, Portugal. The event welcomed 67 participants, including 45 local and 22 international delegates. The meeting aimed to publicly present the project and its goals, build capacity among staff and managers, facilitate knowledge-sharing among partner countries, and strengthen civic engagement and awareness of European environmental strategies.

A central highlight of the meeting was the Climate Mitigation session, which addressed the urgent need to reduce greenhouse gas emissions across key sectors such as energy production, industry, transport, and agriculture. Participants reflected on the European Union’s commitment to reduce net greenhouse gas emissions by at least 55% below 1990 levels by 2030 and to achieve climate neutrality by 2050. Discussions emphasised increasing the share of renewable energy, improving energy efficiency, accelerating the transition to cleaner transport systems, and expanding infrastructure for alternative fuels. Sustainable waste management was also discussed, focusing on prevention, reuse, recycling, recovery, and responsible disposal.

The session successfully connected European climate ambitions with concrete local actions. Participants examined how emission reductions can be achieved while fostering economic growth, social inclusion, and the creation of green jobs. The importance of international cooperation to limit global temperature rise to 1.5°C was also underlined, reinforcing the global dimension of climate action.

During the meeting, participants were introduced to inspiring local good practices in Vila Nova de Poiares. A visit to Capril da Serra in São Miguel de Poiares showcased how traditional goat herding supports vegetation management, reduces wildfire risks, preserves cultural heritage, and promotes sustainable tourism. Through the educational experience “A Day with the Shepherd,” visitors can reconnect with rural traditions while learning about biodiversity conservation and fire prevention.

The delegation also met with the Agrupamento de Escolas de Vila Nova de Poiares, where Director Mr. Eduardo Carlos Torres Sequeira presented the Eco-Schools initiative, coordinated globally by the Foundation for Environmental Education. Operating in more than 70 countries and involving over 56,000 schools and approximately 20 million students, the programme transforms schools into active laboratories of sustainability. By following a structured methodology that includes environmental assessment, action planning, and student participation, schools address themes such as waste, energy, water, biodiversity, climate change, and sustainable food systems. Institutions that successfully complete the programme are awarded the Green Flag in recognition of their commitment.

One of the most significant outcomes of the meeting was the collaborative development of the “Decalogue EchoGreen,” a symbolic document outlining ten guiding environmental principles agreed upon by all partner countries. This shared document captures the project’s vision and proposes practical actions for environmental protection and sustainable living. The Decalogue will be formally presented during the final project meeting in Slovenia.

Through transnational exchange, interactive learning, and the sharing of good practices, the EchoGreen Project continues to bridge European environmental policy with local implementation. Participants concluded the meeting with strengthened capacities, new project ideas, and renewed commitment to sustainability and civic responsibility. To enhance outreach and visibility, the project has launched its official Facebook page, “EchoGreen Project,” providing updates and information about ongoing activities and future developments.

EchoGreen Project Successfully Concludes Six International Events Across Europe
 
The EchoGreen – Reshaping Our Environment project, led by the Siġġiewi Local Council and funded by the European Union through the Citizens, Equality, Rights and Values (CERV) Programme, has successfully concluded a series of six international events held across Europe between March 2025 and June 2026.
 
The project brought together 14 local authorities and organisations from across Europe with the common objective of promoting environmental sustainability, climate action, circular economy principles, active citizenship and European cooperation. Throughout the project, participants exchanged experiences, shared best practices and developed practical solutions to address environmental challenges affecting their communities. The project also focused on the European Green Deal and the promotion of the Sustainable Development Goals (SDGs).
 
Event 1 – Siġġiewi, Malta (26–29 March 2025)
The project was officially launched in Siġġiewi, Malta, where participants from partner organisations met for the first time. The event focused on presenting the objectives of EchoGreen, building project capacities, promoting civic engagement and discussing sustainable environmental strategies. Participants explored themes related to renewable energy, recycling, sustainability and the creation of greener communities.
 
Event 2 – Hollókő and Budapest, Hungary (September 2025)
Under the theme “The Defence of Local Culture and Sustainable Tourism: Economy, Ethics and Environment”, participants examined how local heritage and sustainable tourism can contribute to economic growth while preserving cultural identity and protecting the environment. The event highlighted the importance of balancing tourism development with environmental responsibility.
 
Event 3 – Bari, Italy (December 2025)
The third meeting focused on “Climate Change and the Fragility of the Territory”. Discussions centred on the environmental risks faced by European regions, climate adaptation measures and the role of local authorities in strengthening community resilience against climate-related challenges.
 
Event 4 – Vila Nova de Poiares and Coimbra, Portugal (9–12 February 2026)
The Portuguese event addressed climate mitigation and sustainable territorial development. Participants exchanged experiences on local climate policies, environmental governance and community initiatives that contribute to reducing carbon emissions and building sustainable territories.
 
Event 5 – Cēsis and Riga, Latvia (April 2026)
Hosted under the theme “Eco-Cycle 3R: Reduce, Reuse, Recycle”, this event focused on circular economy practices and sustainable resource management. Participants explored innovative approaches to waste reduction, reuse strategies and recycling initiatives that can be implemented at local level.
 
Event 6 – Ljubljana and Postojna, Slovenia (8–11 June 2026)
The final international event was held in Ljubljana and Postojna, Slovenia. Discussions focused on the European Sustainable Development Goals (SDGs) and the theme “Towards a New European Deal for the Future”. Participants reflected on the achievements of the project, examined future environmental challenges facing Europe and explored how local communities can contribute to a more sustainable, resilient and inclusive future. The event also served as a platform for evaluating project outcomes and strengthening long-term cooperation among partner organisations.
 
The EchoGreen project culminates in the development of the “EchoGreen Decalogue”, a document containing guiding principles and recommendations for future environmental action.
Lasting Impact
Over the course of the project, EchoGreen successfully engaged citizens, local authorities, experts and civil society organisations in meaningful discussions on sustainability, environmental protection and active European citizenship. The project strengthened cooperation among partner communities, increased awareness of environmental challenges and promoted practical solutions that can be replicated across Europe.
The Siġġiewi Local Council, as Lead Partner, expresses its sincere gratitude to all project partners, participants, volunteers and local communities who contributed to the success of this initiative. The partnerships and knowledge developed through EchoGreen will continue to inspire future actions aimed at building greener, more resilient and sustainable European communities.

The EchoGreen project comes to the close of an inspiring journey that brought together 14 countries, 6 mobility events, and hundreds of participants united by one common goal: reshaping our environment into a greener, more sustainable, and resilient one.
Through dialogue, exchange of ideas, collaboration, and hands-on experiences, participants explored new approaches to climate action, sustainability, circular economy, and environmental responsibility. Each event created a space where communities, young people, organisations, experts, and policymakers could connect, learn, and contribute to a shared commitment for change.
But EchoGreen is more than a series of events, it is a growing movement of people who believe that small actions, when connected across borders, can create meaningful impact. The knowledge shared, partnerships built, and ideas generated will continue to inspire greener choices and stronger environmental awareness.

The EchoGreen Project is an environmental initiative promoted by the Siggiewi Local Council, aimed at raising awareness and encouraging action on issues such as environmental protection, climate change, the European Green Deal, and the Circular Economy. It brought together citizens, youth, policymakers, and experts to explore, learn, and collaborate on sustainable practices that ensure a greener future for coming generations.

The main goal of the project is to foster environmentally sustainable behaviours, promote positive community actions, and raise awareness about sustainable development in peripheral and hydro geologically vulnerable areas.

The initiative operated through a strong European partnership comprising 14 organizations across 13 EU countries: Malta, Italy, Portugal, Cyprus, Lithuania, Estonia, Greece, Hungary, Slovakia, Slovenia, Spain, Latvia, and Bulgaria.

A key focus of the project was the 3Rs Philosophy — Reduce, Reuse, Recycle — encouraging participants to adopt this mindset as a daily habit. The project sought to instil a strong sense of environmental responsibility, transforming sustainability into a conscious lifestyle.

Second Transnational Meeting: Holloko and Budapest, Hungary (16–19 September 2025)

The second event of the EchoGreen project took place in Holloko and Budapest (Hungary) and welcomed 72 participants in total — 47 local and 25 international.

The event aimed to:

Publicly present the EchoGreen Project and its goals

Build capacities among staff and managers

Facilitate knowledge-sharing among participants from different countries

Promote civic engagement and local awareness of European environmental strategies

Session dedicated to the defense of the local cultural and the Sustainable Tourism 3E Economy, Ethics and Environment

– To promote eco-tourism in alternative destinations such as protected areas or UNESCO Heritage sites;
– To encourage sustainability assessment of touristic packages considering the environmental, economic and social pillar;

– To offer capacity building activities for SMEs, young entrepreneurs, enterprises to make their activities more sustainable;

– To promote community-based tourism in rural areas;

– Fostering a sustainable and circular economy consumption;

– Ensuring the best social return on the economic activity generated from tourism;

– Boosting Knock-on effect to promote new strategic and sustainable tourism business;

– Ensuring tourism model responds to the needs of the territory;

– Fostering the people participation in the creation of their tourism model;

– Avoiding destinations standardization and preserving the identity values;

– Creating new inland tourist destinations linked to identity, art and natural heritage to reduce the print on the coastal territories.

Sustainable Tourism must be understood as a responsible tourism rather than “green” tourism.

Tourism is not just an economic sector but also a crosscutting reality affecting “the whole of society and its economic, social, cultural and territorial life” therefore; it has to be responsible with the needs of the territory that holds this activity.

Participants also had the opportunity to visit Hollokö (Partner of the project) the village was inscribed as a UNESCO World Heritage Site in 1987 is an outstanding example of a deliberately preserved traditional settlement. This village, which developed mainly during the 17th and 18th centuries, is a living example of rural life before the agricultural revolution of the 20th century.

The Old Village of Hollókő is a Palócz settlement located in the County of Nógrád in Northern Hungary, about 100 km north-east of Budapest. The Old Village, which has been deliberately preserved, is a living example of rural life before the agricultural revolution of the 20th century. Together, the traditional Palócz use of architectural forms and materials form a harmonious unit with the surrounding landscape and natural environment, characterized by strip-field farming, orchards, vineyards, meadows and woods. The property also includes the medieval castle ruins situated on the hill perched above the village, which is mentioned as early as 1310.

Decalogue EchoGreen

One of the key outcomes of this event was the collaborative development of the “Decalogue EchoGreen” — a set of ten guiding principles agreed upon by all partner countries. This document aims to capture the shared vision and strategies of the project for environmental protection and sustainable living. The Decalogue will be presented during the final project meeting in Slovenia.

Impact and Outcomes

Through interactive learning, transnational exchange, and concrete actions, participants connected European policies to their local realities, gaining deeper insight into sustainability and civic responsibility. We create a Facebook page EchoGreen Project
